Yeah it is new if you consider a game that came out in the latter part of 1994 as “new”.

Ok, I’ll explain why this is new. Did you ever play Sonic & Knuckles/Sonic 3 & Knuckles back in the latter part of 1994? If so, then you should remember that you couldn’t have Sonic AND Knuckles on the screen simultaneously.
The accepted combinations were:
Sonic
Sonic & Tails
Tails
Knuckles
Nowhere in the game could you be Sonic & Knuckles together at the same time.
That’s why that last screen shot is considered “new”

The Genesis couldn’t load Sonic’s and Knuckles’ palette simultaneously, it could only load 4 palette lines; that’s why Sonic & Knuckles wasn’t an option back in the day.
Sonic & Tails both shared a single palette line.
Now I’m guessing they’re taking advantage of the DS’s technology to introduce previously impossible combinations.
