Pac-Man 2: The New Adventures has been rated in Australia. Given similar ratings in the past, this should be a sign of an eventual Virtual Console release. Pac-Man 2: The New Adventures originally hit the SNES (and SEGA Genesis), so it should wind up on the Wii U eShop. Source
