Niantic has currently stopped accepting requests for new gyms and PokéStops in Pokémon GO. Furthermore, there is now a form with which people can request gyms and stops to be removed from the game. That can be accessed here. This will hopefully improve the game by removing these from inappropriate, unsafe, or private places. Source
