Update: Service has been restored. The Wii U and 3DS eShops are unavailable at the moment. Nintendo says that both digital shops have been experiencing issues since 6:05 AM PT / 9:05 AM ET. If we see any new updates pertaining to the situation, we’ll update this post. Source
