Theatrhythm Final Fantasy was just revealed a few hours ago thanks to the latest issue of Jump, so it’s too soon to say if the game will be released in North America and Europe. However, if I had to bet on the situation, I would say yes. Square Enix actually registered the trademark “Theatrhythm” in both territories prior to the game’s announcement. That’s not a confirmation that the title will be localized, but it does increase the chances of it happening quite a bit.
