XSEED won’t be starting from scratch as they bring The Last Story for the North American market. Although the company wouldn’t say it directly, it looks like they’ll be using Nintendo of Europe’s translation for their localization.

An employee on XSEED’s forum said:

“There will be no translation specific to the North American version as it will be comparable to the in-game English text of other territories.”

You really have to applaud what Nintendo of Europe has accomplished with Xenoblade Chronicles, The Last Story, and Pandora’s Tower. They’ve localized all three games in a timely manner, and have offered bundles/limited editions for each game.
